Not MANUFACTURE motorcycles there, but assemble motorcycles there for the local market. Apparently duties are lower on assembled rather than manufactured products. Harley-Davidson began exporting twelve motorcycle models to India in January 2010 after announcing their intention to do so in August 2009.
